On March 29th, 2024, the Ministry of Information and Communication (MIC) of Vietnam officially issued the new Regulation 02/2024/TT-BTTTT, which outlined the product categories of Vietnam's type certification/self-conformity declaration. Regulation 02/2024/TT-BTTT will take effect on May 15th, 2024, and will replace the old regulation 04/2023/TT-BTTT.
The core content of Regulation 02/2024/TT-BTTT is as follows:
1. new standards are applied: QCVN 117:2023/BTTT, QCVN 55:2023/BTTTT, QCVN 110:2023/BTTTT, and QCVN111:2023/BTT.
2. From May 15th to June 30th: You can apply for the type approval certificate according to QCVN117: 2020/BTTT/QCVN55: 2011/BTTTT (only under normal conditions or under both normal and extreme conditions).
3. From July 1st, 2024: Type certification must be applied according to QCVN117: 2023/BTTT/QCVN55: 2023/BTT (application for new and updated projects).
4. From July 1, 2024 to June 30, 2025: Only under normal conditions or under normal and extreme conditions, you can apply for type approval certificate according to QCVN117: 2023/BTTT/QCVN55: 2023/BTTTT. If we apply for the certificate under normal conditions, we will need to update the certificate after June 30, 2025 to cover extreme conditions.
5. From July 1st, 2025: Type approval certificate must be applied according to QCVN117: 2023/BTTT/QCVN55: 2023/BTT under normal and extreme conditions.
6. The current certificate under QCVN117: 2020/BTTT/QCVN55: 2011/BTTTT can still be used until the expiration date.
7. From July 1, 2024, terminal equipment (non-mobile phones) with only 2G and/or 3G functions will not be authenticated. According to QCVN 117:2020/BTTTT, the certificates of these devices can be used until the expiration date, but not beyond June 30, 2024.
8. 5G NR products must support both 5G SA and 5G NSA. Certificates under QCVN 127:2021/BTTT or QCVN 129:2021/BTT can be used until the expiration date, but not beyond June 30, 2024.
9. Before June 30th, stop requiring testing and certification under extreme conditions.
10. For 76-77GHz vehicle-borne radar, QCVN 124:2021/BTTT is not applicable, only QCVN 18:2022/BTTTT is applicable.
11. For wireless chargers, QCVN 55:2023/BTTT is no longer needed. Only QCVN 96:2015/BTTTT is needed.
12. For a large number of marine products, QCVN 47:2015/BTTTT should be used to replace the special QCVN that cannot be tested locally.
13. For QCVN 63:2020/BTTTT, TVs using the same chassis can share the test report of SDoC process.
14. For QCVN 132:2022/BTTTT, if the adapter is imported together with the main equipment, it must be tested.
15. If the imported products (such as notebook computers, tablet computers, desktop computers, televisions, etc.) are imported for personal use, and the number does not exceed three, the requirements of TA certification and SDoC shall be exempted.
